News is rolling across Twitter and other outlets now. We are awaiting word from Turkish PM within the hour.
I would not be surprised at all if this is the catalyst that sets it all off.
To me, it seems that Turkey sent in the plane, which was an OLD F4, on a recon mission to scout out anti-air defenses. It seems like a sacrifice mission for later benefit.

UPDATE
Turkish officials are now in an emergency security meeting, and the Prime Minister will be joining them shortly
Expect for something to come out of this meeting
If the plane was shot down in Turkish or open waters, then Turkey can move to invoke NATO Charter. If it was shot down in Syrian territory, it is a different story. However, both sides have likely conflict involved.
